No More 15-Month Wait-Out Period for Private Home Owners to Buy HDB Resale Flats
One of Singapore's HDB cooling measures is officially gone. Here's what it actually means for the HDB and private property markets.
What Was the 15-Month Wait-Out?
This rule was introduced in September 2022 as a temporary cooling measure for the HDB resale market:
- Private homeowners who sold their property had to wait 15 months before buying a resale HDB flat.
- The only exception was households aged 55 and above buying a 4-room or smaller non-subsidised HDB resale flat.
The goal was simple: reduce demand in the resale HDB market when prices were rising rapidly.
Why Remove It Now?
It looks like the Government believes the resale HDB market has become more stable. Over the past few quarters:
- More BTOs and MOP flats have significantly increased supply.
- HDB resale prices have fallen for two consecutive quarters in 2026.
What Does This Impact?
Removing the wait means private homeowners can now right-size immediately. That could bring:
- More buyers into the resale HDB market
- Faster transactions
- More competition for attractive resale flats
This is likely to support resale HDB prices over time.
But Before You Think "HDB Prices Will Jump!"...
Think about it logically.
How large is this segment of the market? Is it significant enough to create sustained upward pressure on HDB resale prices? Or is the bigger driver of the resale market still first-home buyers and HDB upgraders?
So Yes, It Will Have an Impact — But a Limited One
The right-sizing segment for non-subsidised HDB flats can be sizeable, but definitely not the majority of the HDB resale market.
As such, it remains to be seen over the next year how much impact this policy change will have on resale prices.

The group of buyers affected is limited, making it unlikely to cause a fast and dramatic shift in either the HDB resale or private residential market.
